The “Rovinieta” is a mandatory toll for all vehicles transporting goods or passengers on Romania’s national roads, as well as within urban areas of cities and county seats. It is defined in legislation as a document or electronic record verifying payment for using Romania’s national road network. Details regarding its model, format, content, issuance conditions, and methods are established by regulations issued by the Ministry of Transport and Infrastructure. The Rovinieta, depending on vehicle type, is typically displayed on the lower left side of the license plate, and the driver must keep a coupon version with the vehicle documents to present upon request by authorities.
You can purchase a rovinieta online in three simple steps. First, place an order by entering the details for the desired rovinieta. Next, select your payment method and submit the order; a proforma invoice will be sent to your email. Finally, complete the payment, either online by bank card through the secure payment processor or by bank transfer. For paying the rovinieta online, you have several options: bank card, STAR BT card, ALPHA Bank card, Card Avantaj, BRD Finance card, Card Optimo, BT24 Banca Transilvania, 24 Banking BCR, or bank transfer. When paying by bank card or any of the mentioned banking cards, you’ll receive a proforma invoice and order confirmation. The final invoice and electronic rovinieta will be sent exclusively to your email. Optionally, you can receive these documents at home or work via courier (upon written request), with the shipping fee payable on delivery. While these documents can be printed and kept in your vehicle, current legislation does not require their presentation during a roadside check by authorities.
The rovinieta, or road usage fee, applies to the entire national road network in Romania, as defined by Article 6, paragraph 1 of Government Ordinance 43/1997. This fee is required for all public roads of national importance that link major cities, county seats, and borders. According to Government Ordinance 15/2002, amended by Emergency Ordinance 8/2015 and Law 186/2015, the usage fee applies to Romania’s national road network, with the exception of sections within city limits between entry and exit signs. These national roads are publicly owned and connect the capital, county seats, national interest sites, and neighboring countries.
All drivers using Romania’s national road network are required by law (Government Ordinance no. 15/2002 on road infrastructure usage fees and Order no. 769/2010 approving the application norms for the national road network usage fee) to pay a road tax called the rovinieta. The cost of a rovinieta varies based on the type of vehicle (A, B, C, D, E, F, G, H) and the validity period selected (1, 7, 10, 30, or 60 days, or 12 months). Important! Drivers without a valid rovinieta risk fines of up to 4,500 RON. The Roviniete.ro website offers a calculator to check the rovinieta cost and the option to purchase it online, with payment available via bank card, bank transfer, BT24 Banca Transilvania, or 24 Banking BCR. The price includes VAT, and the rovinieta is sent for free to your email address.
Errors in entering the vehicle registration number or mistakes made by distribution staff are common reasons why drivers with a valid rovinieta may still receive fines. It’s crucial for drivers to check all information on the receipt to ensure it matches the details on the registration certificate or identity card. When purchasing from a sales point, verify the accuracy of the information provided. If the rovinieta is issued with incorrect information, the driver can request a correction through CNADNR by submitting a request to amend the registration number, along with a copy of the client-issued document showing the incorrect number, a copy of the vehicle registration certificate, and a copy of the payment receipt. CNADNR will make the correction if specific conditions are met.
It is essential for drivers to keep the receipt for any rovinieta payment, even if it is valid for only one day. The physical or electronic receipt should be kept for at least one year from the payment date. This is important because, in the event a driver receives a fine despite having a valid rovinieta, the receipt is the only way to resolve the issue in court. CNADNR recommends keeping all rovinieta receipts for at least one year after their expiration.
To avoid any issues, drivers can check the validity of their rovinieta online, especially for longer validity periods. Typically, the rovinieta can be purchased for fixed periods of 1 day, 7 days, 30 days, or 12 months.
